Board accepts grant award for roundabout project

The Perryville Board of Aldermen officially approved the acceptance of MoDOT Cost Share funds for constructing a roundabout at the junction of Alma Ave. and Route 51 when it met in regular session Oct. 1 at city hall.

According to City Administrator Brent Buerck, information about the project was shared verbally with the board at its last meeting on Sept. 17, but the item was placed on the Oct. 1 agenda for the board to give its official acceptance of the grant award for the project.

“Our consultants determined a roundabout will improve traffic flow and significantly reduce fatal accidents in that area,” Buerck said. “The project was accepted by MoDOT for a 50/50 cost share. The process to solicit qualifications is underway, and statements of qualifications are due to the city on Oct. 11.”

The aldermen also acknowledged MoDOT’s selection of Lappe Cement Finishing, Inc. for the Perryville Boulevard Shared Use Path – Phase III Project for $171,882.80.

“This is for the previously approved TAP project connecting the city’s greenway along Perryville Boulevard to Kingshighway,” Buerck explained. “It is an 80/20 match with the Missouri Highway Department. It was rebid due to MoDOT rejecting the previous bids as the first several bidders failed to meet Disadvantaged Business Enterprise (DBE) goals that MoDOT had in place for the project. At the last meeting, staff presented the lowest bidder. That bid has since been approved by MoDOT, so it is here for an official record.”

The board authorized a 55 percent payment of $169,950 to Brda Electric, Inc. for a municipal area network building at the Perry County Joint Justice Center.

“The Metropolitan Area Network (MAN) creates a fiber ring connecting city and county buildings, providing efficiency and redundancy for the future of both levels of government,” Buerck said. “Forward Slash was our contracted IT provider, while Brda was the construction team. The construction cost is being divided with Perry County according to linear feet of service line. The new IT server room will be located in the hardened basement of the Perry County Joint Justice Center.”

The board also:
– approved a payment of $105,777.97 to Centermark Construction for the Heimos Subdivision Public Utilities project.

– approved a $165,674.21 payment to Zoellner Construction Company for work on the School Street Lift Station Force Main Replacement project.

– approved a payment of $2,584,451.83 to Millstone Weber, LLC for work on the Runway Rehabilitation project at the Perryville Regional Airport.

– approved a recommendation from Crystal Jones, director of the Perry County Economic Development Authority, to accept an environmental site assessment services proposal from Koehler Engineering and Land Surveying, Inc. for the State of Missouri’s Certified Site Program project.

– approved a recommendation from Jim Cadwell, director of the city’s Parks and Recreation Department, to accept the Park Center South Campus Security Fence proposal from Bootheel Fence Company in the amount of $24,915.

In legislation, the board:

– entered into a financial reimbursement for new construction to a homeowner agreement with Chris and Kristen Zahner.

– adopted the Perry County Multi-Jurisdictional Local Hazard Mitigation Plan.

– entered into a severance agreement with dispatcher Mary Angela Lamp.

– entered into a retention agreement with dispatcher Terri Murray and dispatcher Kaitlyn Corke.

In legislation, the board passed an emergency ordinance vacating a roadway and utility easement dee in the Heimos Subdivision and approved the final plat for the Schilli Subdivision.

In his report to the board, City Administrator Buerck gave an update on the completion of the MAN Project, announced that the historic designation of Faherty House was “in the home stretch,” said that retiring city clerk Tracy Prost was in consideration for the LAGERS Hero Award, announced that Leadership Missouri would be in Perryville Oct. 9-11 and the Chamber Annual Dinner will take place at 5:30 p.m. Oct. 17. Buerck also asked the board to save the date of March 15, 2025, for L.O.V. our Veterans and said that the Behavioral Health Community Needs Assessment will take place at 11:30 a.m. Oct. 10.

Committee reports were received from various city committees, a report was given by the city engineer and board concerns and comments were heard.

At the meeting’s conclusion, the board gathered for a photo to recognize City Clerk Tracy Prost’s upcoming retirement after 42 years of working for the city.
