Board discusses new police vehicle

The Perryville Board of Aldermen made quick work of its agenda on Tuesday.
The board approved an agreement with Big River Broadband for installation of fiber optic internet equipment. Staff has worked to finalize this lease arrangement with Big River. It will locate small fiber cabinets in both City Park and Miget Memorial Park. In exchange for these easements, Big River has agreed to provide fiber service to unoccupied city assets.
The board also approved a way to secure administrative search warrants. City ordinances currently lack a process for securing an administrative search warrant. City Attorney Art Pistorio has researched other cities and proposes this ordinance to remedy this matter. The City currently has provisions in place for search warrants in Section 8.20.045, but only for cases where there is an endangerment of safety, health, and welfare. This ordinance will cover all violations, not just nuisance violations that endanger safety, health, and welfare. It will also allow a process to remove items that are in violation of ordinances.
“Having an administrative search warrant is important when it comes to nuisance and nuisance abatement,” Perryville City Administrator Brent Buerck said. “We have never had this in the city and the ability to get on a property unless it was visible from the street.”
In the consent agenda, the board approved payment to Core and Main for fire hydrants This is a budgeted purchase and occurs somewhat regularly but, given the total cost exceeds staff’s limit of $20,000, it is placed for the board’s consideration and approval. This is for seven hydrants that will be kept as stock for future replacements.

The board also approved a recommendation from the police department to allow the crosswalk at the intersection of State and Rolla Streets to remain as is. The Police Department’s study of this area suggests leaving things as they are. Ultimately, this is the Board’s decision, but the city has generally followed the recommendations of the department.
In his Administrator’s report, Buerck discussed a retirement celebration for longtime city employees Mark Weibrecht and Brian Bohnert. He also mentioned a new dialing procedure for 573 area code numbers that will not work in the future unless the area code is included.
It was also discussed that the police department is looking to replace a totaled SUV with a truck that will be used for hauling and other needs for the department. An existing SUV will be assigned to the patrol division.
“The truck will be outfitted with a tray,” Buerck said. “Getting new vehicles has been a mess and they found a vehicle that fits the needs of the department and within the budget. The truck is used.”
Perryville Parks and Recreation Director Jim Cadwell said that the Pickleball court on Feltz Street is complete.
The next meeting will be Oct. 17.
