Board discusses street striping issues

The Perryville Board of Aldermen cleared up a few issues at the most recent City council meeting on May 21.
Questions from multiple residents had been raised about the centerline striping on Main Street. Perryville Mayor Larry Riney said it was all a misunderstanding between the City and the Missouri Department of Transportation.
“I had some citizens approach me about striping the roads from the roundabout past Roziers to Route AC,” Riney said. “I approached Jeff Leible of MoDOT to see if there was anything that we could do. Then Brent Buerck calls me and says there is a double yellow line in front of Roziers. There was a little miscommunication. MoDOT did the striping from the roundabout to AC and continued through town.”
Along with the double line by Roziers, there is also a hash line coming into town off B road.
“We have some options on what to do with those lines,” Riney said. “The MoDOT engineer we talked with agreed to leave it as it is. I talked with some of the police about the possibility of passing on B road and they said it was a non-issue because of a city ordinance that restricts passing between intersections. I ask for the board’s forgiveness with the misunderstanding.”
Aldermen Clinton Rice suggested the hash line be changed to a double line to further warn against passing coming into the city limits.

Riney noted that the visibility and sightlines going onto South Main and in front of Perry County School District are limited as it currently stands. Buerck warned about putting a grinder on the streets to erase the lines may damage the streets as a whole.
The City will wait until the lines fade and then not restripe them when the time comes.
In the consent agenda, the board approved a public hearing date for a special use permit for Marty Petty on North Jackson Street. The business is set operate at 108 N. Jackson Street. This is the old ‘Man Cave; building next to J Street Eats.
The board approved a 55% payment to BRDA Electric, Inc., for municipal area network buildout The Metropolitan Area Network will create a fiber ring connecting city and county buildings, providing efficiency and redundancy for the future of both levels of government. Forward Slash is our contracted IT provider. They designed the network and will oversee the installation of the network, the cost of which will be divided with Perry County according to linear feet of service line. The new IT server room will be located in the hardened basement of the Perry County Joint Justice Center. BRDA is the selected contractor and the City will make direct payment to said contractor in order to save administrative processing and overhead fees that would have been necessary should the bills have been processed through Forward Slash.
This and future bills will be proportionately split with Perry County where the City is responsible for 55% of the initial construction based on our portion of the project scope.
The board approved proposed locations for the placement of the Missouri Creative Community signs. The Missouri Arts Council has provided metal signs for the City to display throughout town recognizing the City of Perryville as a “Missouri Creative Community.” This was based on our selection and award by Lt. Governor Mike Kehoe in 2024. Staff has worked to identify locations for said signs and present our thoughts here for Board approval.
