Housing developments in county see progress

The Perry County Economic Development Authority (EDA) is pleased to announce several new housing developments have been completed or are planned for the City of Perryville. Lack of available and affordable housing, both rental units and single-family homes, has contributed to many economic factors in Perry County for several years. Lack of available housing impacts businesses facing labor shortages, and contributes to stagnant population growth, especially in rural communities. Efforts focused on residential development, including an update to the city’s 50+ year old zoning codes and the creation of housing support programs, led to new energy surrounding housi2ng construction.

“The EDA has had a strategic goal of addressing lack of available and affordable housing for many years,” said Crystal Jones, director of the EDA. “Recent momentum is a credit to the work by the City of Perryville and EDA Board of Directors to offer creative solutions, such as incentive programs, and tackling zoning code updates that reflect the current residential construction market.”

Montenot Meadows- 40 duplex units

The nearly completed Montenot Meadows, located off Alma Drive, will provide 40 new duplex units and a brand-new East Missouri Action Agency childcare facility. Real estate developer Chad Hartle led the project with support from community partners who assisted with the completion of a Missouri Housing Development Commission (MHDC) application, which provided some funding support. A ribbon cutting for this project is planned for the end of July 2026.

Ranken Southeast Student and Workforce Housing – 32 multi-family units

The City of Perryville released a Request for Proposals last year for the development of a student and workforce housing project behind the new Ranken Southeast campus in the Industrial Park.

The proposal accepted by the city from Brandon O. Williams Construction, LLC will see the development of 32 multi-family units and is expandable to an additional 16 units in a future phase. This project will be a mix of one- and two-bedroom apartments envisioned to provide housing for Ranken Southeast students and the manufacturing workforce. It is anticipated that construction will begin in Fall 2026.

West St. Joseph Street - 220 multi-family units

More multi-family units are being planned on the T Highway/West St. Joseph Street area. Contractor Dustin Dowd from DowdCon has mobilized equipment preparing for the construction of approximately 220 apartments to be built in phases over the next two years.

Huber Road Single Family Development

Single family home development is also planned. Brandon O. Williams Construction, LLC is working with a local engineer to create a subdivision on Huber Road across from Perryville City Park. This development will offer owner-occupied homes available for sale to provide additional housing options for families looking to purchase a new construction home.

All of these projects are in addition to the many others that have continued to invest in residential construction in Perryville. Residential development on Crestview Lane, Red Bud Court, Feltz Street, Sycamore Road, and Winwood Court are all areas with new housing development that have added tremendous opportunities for Perryville.

“The city of Perryville invested heavily in both time and funding to address a 50 plus year old zoning code that was no longer serving the community,” said Brent Buerck, city administrator. “While the update was a tedious process, the Board of Aldermen led the community through the changes, and we now have a modern code that will set us up for the next 50 years of development.”

The new zoning identified tracts in the city that are best suited for a wide range of residential development and added the ability for developers to build on smaller lot sizes on tracts that are zoned appropriately.
