Board approves zoning change near MNVM

Several bills were approved on second reading during the Board of Alderman’s regular meeting on June 16th.

A zoning request was approved to rezone approximately 17.46 acres on Highway AC from residential to industrial. According to City Administrator Brent Buerck’s notes, the area has already been used for industrial purposes despite still being designated as residential. Staff confirmed that the rezoning would not affect the nearby veterans memorial should they look to expand.

An amendment to the cities Municipal code relative to hiring of police force positions was passed. The amendment establishes that the board has entrusted personnel decisions to the City Marshal, who will be supported by the human resources manager.

Amendments to title 2 of the municipal code relative to long term care, fit for duty testing, and tobacco, nicotine and vaping were passed.

Amendments to title 13 of the municipal code were passed on second reading. The amendment is relative to the installation of master meters as an alternative way to deliver utilities to tenants. According to Buerck’s notes, several surrounding communities already use master meters, and Perryville has been an outlier in not having the option.

Buerck noted that by installing master meters, developers will have the option to individually meter multi-family units as opposed to having a single master meter when the landlord, not the tenants, are accountable for their water and sewer usage.

Two bills were presented for first reading.

An amendment to the municipal code relative to rights and duties of pedestrians and motorists in intersections was presented on first reading. Buerck said the amendment aims to help ensure pedestrian and motorist safety by not allowing people to sit, stand, or loiter in highway medians, rights-of-way, and roundabouts in city limits.

The proposed change removes the requirement that the employee be a ranking member of the Fire Department, extending this opportunity to all personnel levels of the Fire Department.

A request from Mercy Hospital Perry to host a 5k run in December for the Arthritis Foundation at City Park was approved. Since the hospital expects the weather to be cold, they have come up with an alternate route- instead of the usual TG trail that hosts such events -that utilizes park trails and streets and also allows the park center to be used for warming.

A request from PCSD to waive the usual Perry Park Center fee for a College and Career Day event, Wednesday, September 30 was approved. Proposed promotional events for July Parks & Recreation Month was approved. A request from fire department staff for the city to have a pyrotechnic display permit application form was approved. In the past, the department had accepted similar forms from other cities. Rainbow Fireworks Inc. will be the first to utilize the above approved form to document pyrotechnic displays, as part of the City Park firework show on July 2, which is sponsored by the city.
